How to Get a Security Licence in Victoria

Planning to work in the Victorian security industry? This guide explains the complete pathway to obtaining a security licence in Victoria, including the training requirement, application process, and what to expect.

What Is a Security Licence in Victoria?

A security licence authorises you to work in security roles across Victoria. The Victorian Government issues security licences through Victoria Police Licensing Regulation Division (LRD). To apply, you must complete an approved security operations course and meet eligibility requirements.

Step 1: Complete CPP20218 Certificate II in Security Operations

The first requirement is completing an approved security operations qualification. In Victoria, this is typically CPP20218 Certificate II in Security Operations. This nationally recognised course covers security and safety procedures, emergency response, communication skills, legal requirements, and practical security operations.

ALIT delivers CPP20218 at our West Melbourne campus with weekly intakes, blended learning (online plus on-campus practical), and a course fee of $999.

Step 2: Meet Eligibility Requirements

To apply for a security licence in Victoria, you must be at least 18 years old, hold a current first aid certificate (HLTAID011 or equivalent), have your fingerprints taken by Victoria Police (Livescan fingerprinting, form VP616) as part of Victoria Police’s own national criminal history assessment, meet character and fitness requirements, and be an Australian citizen, permanent resident, or hold an eligible visa.

Step 3: Apply Through Victoria Police LRD

Once you have your qualification and first aid certificate, you can apply for your security licence through Victoria Police Licensing Regulation Division. The application includes a completed application form, proof of identity documents, first aid certificate copy, training certificate, and application fee payment. Victoria Police conducts its own national criminal history assessment using your fingerprints — applicants do not obtain a separate police check certificate for a security licence application.

Types of Security Licences in Victoria

Victoria issues several types of security licences including Unarmed Security Licence for security guards, crowd controllers, and static guards; Armed Security Licence for roles requiring firearms; and Individual Operator Licence for security business operators.

How Long Does a Security Licence Last?

The costs involved include the CPP20218 course fee ($999 at ALIT, which includes the required first aid training and assessment) and the licence application fee set by Victoria Police. There is no separate criminal history check fee to budget for: Victoria Police runs its own assessment from your fingerprints.

Note: Government licence fees are set by Victoria Police and may change. Check the Victoria Police website for current fees.
